CalOptima TechAssist Program (COTAP)

About the program

The CalOptima TechAssist Program (COTAP) offers no-cost, unbiased, technical assistance and support throughout the electronic health records (EHR) implementation process.

CalOptima provides no-cost technical assistance to eligible providers through funds awarded to us from intergovernmental transfers and the California Department of Health Care Services (DHCS).

Technical assistance services

We offer Orange County providers technical assistance and guidance to:

  • Participate in the Medicare and Medi-Cal EHR Incentive Programs
  • Conduct a practice readiness assessment
  • Plan an EHR implementation approach
  • Select or upgrade to a certified EHR technology system
  • Attest to demonstrating meaningful use of EHR
  • Participate in health information exchange (HIE)
  • Improve workflows that help continue quality improvement
  • Access resources for improving care with clinical decision support

Eligibility requirements

Technical assistance services are available to providers who meet the eligibility requirements of the CTAP.

California Technical Assistance Program (CTAP)

There are two basic eligibility requirements for the CTAP:

  1. Minimum of 30 percent Medi-Cal patient volume (20 percent for pediatricians) during a 90-day period in the previous calendar year.
  2. Contracted through CalOptima Direct (COD), the CalOptima Community Network (CCN), or through a private health network affiliate for Medi-Cal.

  • Physicians (MDs and DOs)
  • Physician Assistants (PAs)
  • Nurse Practitioners (NPs)
  • Dentists (DDS or DMDs)
  • Optometrists (ODs)
  • Certified Nurse Midwives (CNMs)

CalOptima specialist program (COSP)

Any specialty care providers contracted with CalOptima Direct (COD) or the CalOptima Community Network (CCN) may participate in the CalOptima specialist program.

  • Specialty care providers

To find out if you qualify for the CTAP or the COSP:

Medicare and Medicaid EHR incentive programs

Providers who participate in COTAP may be eligible and receive hands-on support to qualify for incentive payments totaling $44,000 through the Medicare EHR Incentive Program or $63,750 through the Medicaid EHR Incentive Program.

To qualify for EHR incentive payments, providers must:

  1. Register for the Medicare and Medicaid EHR Incentive Programs
  2. Use certified EHR technology
  3. Successfully attest to meeting meaningful use
